How education data is owned, classified, secured and shared across the MEAL system.
All education data collected through the system is owned by MoECHE on behalf of the Federal Government of Somalia. State MOEs are stewards of their state's data. Every dataset has a named steward accountable for its quality and appropriate use.
| Class | Examples | Access |
|---|---|---|
| Public | Aggregated indicators, published reports | Open — public portal |
| Internal | School-level monitoring, teacher records | Role-based, authenticated |
| Sensitive | Safeguarding cases, personal identifiers | Restricted, need-to-know |
Validation rules run at entry (plausibility, completeness, outliers). District and state tiers validate before national roll-up. Data quality checklists are applied each cycle and quality flags are visible on every dashboard.
Partners and researchers access aggregated data through the public portal and documented API endpoints. Any sharing of internal or sensitive data requires a data-sharing agreement and MoECHE approval. Personal data is minimised and anonymised wherever possible.
Records are retained per the national retention schedule; every create/update/delete is audit-logged with user, time and change. Audit logs are immutable and reviewed quarterly.
